Why the number works best: MDOC states that each offender number is unique. When a number is entered, OTIS ignores other search criteria and searches by that number alone.

The offender number is generated through the MDOC record process and remains associated with the person if the individual later returns for resentencing or another period of supervision.

An MDOC number is not the same as a court case number, county-jail booking number, police report number, SID number or sex-offender registration number.

Do not add a “#” symbol when searching. Mail may display the prisoner number as “#123456,” but the OTIS search field generally needs the number itself.

Read and accept the OTIS limitations

The system explains that the information should be verified and should not be used alone as proof of identity, employment history or complete criminal history.

Locate the Offender Number field

Do not enter the number in the first-name, last-name or age field. The dedicated offender-number field is the direct-search route.

Enter the number without extra filters

OTIS ignores the additional name, age, race, sex and status fields when an offender number is supplied, so leaving them blank reduces confusion.

Open the matching profile

A valid unique number should return one profile. Confirm the name, date of birth and image rather than relying on the number alone when deciding whether it is the intended person.

Copy the current status and location

Write down whether the profile says prison, parole, probation, discharged, absconder, escape or unknown, together with the displayed facility or supervision office.

Review the sentence section

Read each sentence separately. Several convictions can have different minimum terms, maximum terms, MCL citations and sentencing courts.

Do not treat an eligibility date as guaranteed release

The Parole Board jurisdiction or earliest-release date marks possible parole eligibility, not a promise that the person will leave prison on that day.

Use a partial surname carefully

OTIS permits an asterisk after at least three leading surname characters. For example, Smi* may return names beginning with “Smi.” Entering too few characters can produce no useful result.

The name shown in OTIS is the name identified at commitment and may not be the person’s current legal name. Try a prior surname, maiden name, hyphenated form, alias or alternate spelling.

Court paperwork

The judgment of sentence, presentence documents, probation papers or later MDOC correspondence may display the offender number.

Prisoner mail

Letters from an MDOC prisoner commonly include the six-digit number next to the sender’s name.

Facility assistance

When you know the prison but not the number, call the facility with the full name and date of birth. Staff may limit information for privacy or security reasons.

PRISON

Under prison jurisdiction

Most people with this status are in an MDOC prison. However, MDOC notes that some may be on writ to a county jail, held by another state or federal authority, in another approved placement, out on bond or escaped.

PAROLE

Community supervision

The person has been released from prison under Parole Board authority and is supervised in the community, another state or an approved placement until discharge.

PROB

Court-controlled probation

MDOC may supervise a circuit-court probationer, but the sentencing court retains jurisdiction over the probation sentence and its conditions.

DISCHRG

MDOC supervision ended

The person is no longer under MDOC jurisdiction for that sentence because supervision was completed, the maximum term ended or another listed discharge event occurred.

ABSCOND1

Parole absconder

The person allegedly stopped reporting or otherwise eluded parole supervision and is being sought by MDOC.

ABSCOND2

Probation absconder

The person allegedly absconded from probation and remains under the jurisdiction of the sentencing county.

ESCAPE1 / ESCAPE2

Escape designation

The codes distinguish escape circumstances involving a secure correctional location from a nonsecure location or electronic tether situation.

An unknown designation can reflect incomplete or older record information. Contact MDOC when the status is important to a current legal or safety decision.

Location warning: for an absconder or escapee, the displayed OTIS location is generally the last place of supervision. It is not a live location tracker.

Why an MDOC number may return no OTIS result

Reception visitation restriction: prisoners in reception-center quarantine generally cannot receive ordinary visits from family or friends. Wait for the permanent placement and updated OTIS location before submitting travel plans or scheduling a visit.

Transfer timing: MDOC does not provide advance notice of a prisoner’s transfer location because of security concerns. OTIS is updated after the transfer occurs.

Urgent health, safety and abuse concerns

Medical or mental-health concern

Call the facility shown in OTIS and ask for the health-care unit, mental-health team or shift commander. Provide the prisoner’s name, MDOC number, condition, medication and immediate risk.

Sexual abuse or harassment

Immediate danger outside prison

Call 911 or local law enforcement. Do not use a general MDOC email as the only response to an active threat or emergency.

Medical privacy: facility staff may accept information from family but may be unable to disclose protected health details without the prisoner’s authorization.

What to do when the OTIS facility changes

Verify the update

Open the prisoner profile again and record the new facility name and search date.

Stop using the old address

Do not send urgent mail, packages or facility-specific forms until the new address is confirmed.

Check visiting status

Visitor approval may remain in MDOC’s system, but the new prison has a different schedule, housing unit and quarantine status.

Contact the new facility

Use the official facility page for public email, telephone, mailing and visiting details.

Families cannot select the prison. MDOC makes placement decisions based on security, bed space, programming, medical and mental-health needs. Family transfer requests are not accepted as a way to obtain a closer visitation location.

Understand parole information shown in OTIS

Parole consideration

The review process generally begins about six months before the prisoner’s parole-eligibility or reconsideration date. The Board evaluates the offense, criminal history, institutional conduct, programming, risk information and other case factors.

Approved parole is not same-day release

After a positive decision, the case moves through release and placement processing. MDOC states that at least 28 days is required between the release decision and physical release.

Do not call asking for “early release” based only on the OTIS eligibility date. The Parole Board reviews eligible cases under Michigan law and cannot change the court’s minimum sentence merely because a family member requests it.
