Assume ordinary jail calls are recorded. Do not discuss the alleged offense, witnesses, evidence, passwords, immigration status, contraband, escape plans or instructions for another person. A standard family call is not made confidential merely because an attorney or family member participates.

Understand the different inmate calling accounts

The account name determines who owns the balance, which number can receive calls and whether the inmate can call several approved people.

Verify the current county jail

Search immediately before creating an account. Court transport, release, hospitalization or a transfer can change the correct facility.

Collect the inmate’s identity information

Prepare the full legal name, date of birth, current booking number and housing facility when the county operates more than one location.

Create the account using your real information

What to do when the first booking call arrives

The first call may be brief, unexpected or placed before the inmate knows the case number, bond or housing assignment.

The Federal Communications Commission sets maximum per-minute rates by facility size. A county may charge less, as Oakland and Kent currently do.

Rules that can disconnect or suspend a jail call

Three-way calling

Attempting to add another person or transfer the call can trigger immediate termination and possible account or inmate restrictions.

Call waiting

Answering another incoming call can be detected as a transfer attempt. Disable call waiting or ignore the second call.

Pressing keypad buttons

Some jail systems interpret tones as an attempted transfer. Do not press buttons unless prompted by the automated recording.

Placing the call on hold

Ottawa County specifically warns that stopping the conversation or placing the call on hold can cause disconnection.

Sharing account credentials

Unusual logins, payment disputes or mismatched cardholder information can trigger fraud controls.

Prohibited conversation

Are Michigan jail phone calls recorded?

Ordinary outgoing inmate calls are commonly monitored and recorded. Wayne, Oakland and Kent publish explicit recording notices.

Who may review a recorded call?

Authorized jail, law-enforcement, investigative or prosecuting personnel may access ordinary recordings for security, investigation, prosecution, discipline or another lawful purpose.

Access does not make every recording automatically available to the general public. Privacy, investigation, privilege, security, retention and statutory exemptions may apply.

Family strategy: use calls for health, housing, transportation, childcare, employment notification, attorney contact and other safe logistics. Leave discussion of the evidence and defense strategy for counsel’s approved confidential channel.

How protected attorney calls work

A lawyer’s participation does not automatically convert a standard recorded call into a confidential legal call. The attorney must use the jail’s designated procedure.

Contact the facility’s legal-call or attorney-visit unit

Ask whether the jail requires a letter, online registration, bar number, telephone-number certification or scheduled legal call.

Register every attorney telephone number

A direct office, mobile or approved legal-service number may need to be listed before the system excludes it from ordinary recording.

Wait for written confirmation

Do not discuss confidential facts until the attorney has confirmed that the number is recognized by the facility as protected.

Do not bridge a family call to counsel

A three-way call can disconnect the line and may remain recorded. Counsel should arrange the direct legal channel.

Update changed telephone numbers

If the lawyer changes offices, mobile numbers or phone providers, the registration may need to be renewed.

Oakland County example: attorney calls are published as free and unlimited, but the defense attorney must provide the jail with a letter identifying the inmate, attorney telephone numbers and bar number so protected calls are not recorded.
Wayne County attorneys: the sheriff directs attorneys seeking a client meeting to attorneyvisits@waynecounty.com. Attorneys should use the current legal-visit or legal-call procedure instead of an ordinary family line.

Fix blocked, rejected or repeatedly dropped inmate calls

How to stop unwanted inmate calls

Use the rejection instruction in the automated announcement or hang up without accepting the call.

Report harassment or threats

Save the date, time and caller information, then contact the jail’s shift supervisor or law enforcement.

Immediate danger: call 911. Do not rely on a vendor block or online support ticket when the call contains a credible threat, extortion demand, stalking behavior or instructions to harm someone.

How to deliver an emergency message to someone in jail

Most Michigan jails do not accept ordinary incoming personal calls. A verified death, critical illness or similar emergency may be handled through the facility on a case-by-case basis.

Call the jail’s published inmate-information number

Do not call the phone vendor. The vendor manages accounts and connections, not inmate welfare messages.

Ask for the shift supervisor or classification staff

Explain that you need to report a verified family emergency, medical concern or death notification.

  3. Describe a narrow set of call logs or recordings.
  4. Ask the county to identify any separate contractor-held records.
  5. Request a fee estimate before work exceeding a stated amount.
  6. Save the submission confirmation and response deadline.
  7. If evidence may be deleted under a retention schedule, send a separate preservation notice promptly.

Availability is not guaranteed. A request can be denied, redacted or limited because of an active investigation, personal privacy, security, attorney-client privilege, statutory exemption or expired retention period. For evidence needed in litigation, an attorney should consider a prompt preservation request and the appropriate discovery or subpoena process rather than relying only on FOIA.

Billing disputes, refunds and inactive balances

Save deposits, fees, call dates, durations, rates, reversals and remaining balance.

Match each charge to a completed call

Compare the inmate name, facility, receiving number, date and length.

Contact the communication provider

Provide the transaction number and identify the exact charge being disputed.

Ask whether the balance can be closed or refunded

Refund rules depend on account ownership, payment method, facility transfer and whether the funds belong to the inmate.

Escalate unresolved rate or fee issues

Request a written vendor decision, then consider an FCC consumer complaint for covered communication billing issues.

Do not begin with a chargeback. Ask the provider to investigate first. A card dispute can freeze the communication account or complicate a legitimate refund.

Close or refund the prepaid account

Contact the vendor after all pending calls settle. Ask whether the remaining prepaid balance is refundable and whether the account will become inactive.
